It sounds like you have multiple questions here.

1.  You are confusing the front page with the dashboard.  The dashboard will only show courses that you are enrolled in.  Until the new user enrolls in your paypal course, they will not see the course.  The course will be listed on the front page if you have the settings set up correctly.

2.  No email confirmation - is your new user created?  I presume so because you are logging in as them.  Then the email address used is either incorrect or the email has been sent to spam.
