If you haven't already, try enabling full developer debugging. That should provide a traceback to determine what code is causing the error.
Other things to try:
1) Use a standard theme, if you are using a custom one now.
2) Create an empty, new course using a standard course format, and try to enter one activity.
3) Look for any custom add-ons you have and try disabling them.
