TinyMCE HTML editor not working in Moodle 3.1.2

I downloaded Moodle 3.1.2 yesterday. After installing, I made Tiny MCE my default editor. But when i started using it, it didn't function properly. Here is the pic below. I am running Moodle on localhost. I tried this in Chrome and opera but the same problem exists. What should I do, please help. Thanks in advance!

From Aug 2016 TinyMCE HTML editor  was not free for Moodle.

I fixed the TinyMCE editor by copying and pasting the default Editor toolbar settings into the textbox for the Editor toolbar settings (it is empty by default).  This fixed my issue with the editor buttons not appearing.
