I was wondering if subscribers of a forum are notified when the forum itself is hidden. The users though have the ability the right to access the hidden forum and even add new topics etc.

I have the same question.
When a forum is hidden, you can see that no one is listed on the forum subscribers' page (Forum administration > Show/edit current subscribers) :
When you make the forum visible again, the list of subscribers appears :
So the answer is No. When a forum is hidden, there is no notification sent by mail.
