Have just started a new site running Moodle 3.1.1+ (Build: 20160721) and the options menu is not available at the bottom of the "View all submission" screen.
Clicking the arrow to expand provides nothing and it is the same on all assignment.
I am trying to allow "quick grading" but there are no options there at all to do this.
