Shouldn't be too hard, you can check out moodle_installation_directory/error/index.php for a message that can be sent to the site administrator if someone tries to view a page that is not on the site. You could create a new directory moodle_installation_directory/contactus/ with an index.php file similiar to the error form. You could then just create a resource with the link to the right file. (Actually, this wouldn't even be a module)
FAQ module:
You could actually just use a glossary with a FAQ format. I do this in one of my courses. A site wide faq could be handled with a glossary on the site main page.
