We have adobe captivate SCORM packages which will cause browser tab to freeze on clicking exit button. It is on Moodle 3.1 and it is upgraded from 2.6->2.7 then straight to 3.1. I uploaded the same packages to a fresh installed Moodle 3.1 and works fine.

The fact that it works on the fresh 3.1 site suggests that it may be an issue with the web-server hosting the upgraded site to me. You should look into "what is different" between the 2 servers/sites. I can't think of a reason why an upgraded site would be any different to a fresh 3.1 site that could cause this.
