I am Using Moodle 3.1 Stable version and App 3.1 version,
I installed local Mobile plugin and i enabled Web services and created token
enabled external services and enabled web services protocol.
Only Admin can able to login App.Users Unable to log in App but they can able to login through Web(Browser)
My Error Code: Can not find data record in database table external_functions.
Any One please Help on this!!!!!

this is really strange, have you tried to uninstall the local_mobile plugin and install it again?
You must be sure that you are installing the correct version of the plugin for your Moodle version, there is a version of the plugin for Moodle 3.0 and Moodle 3.1

My local mobile plugin (local_mobile_moodle31_2016050100) version 3.1 ...But Still i am getting same error

Hi John,
It seems that you don't have all the webservices correctly enabled. To do so, you should navigate to: Site administration > Web services > Mobile. Disable and reenable "web services for mobile devices".

I have same problem my moodle version 3.1 then i upgrade it to 3.1.1 but still the same error, Only Admin can login to the app after token added, all other users unable to login.
Error: Can not find data record in database table external_functions.
Moodle version 3.1.1
Local_mobile version: 3.1.310

I fix the problem it was in the "Maximum uploaded file size", after testing if the "upload_max_filesize" in the php.ini more than 2047M the value will saved in mdl_config as negative value, ex: 2048M = -2147483648.
I change my max filesize to 2047M and now the app work correctly.
