The jump from Moodle 1.9 to 2.2 is big, so I would first upgrade 1.9 to 2.0. If you have a lot of quiz attempts then upgrade 2.0.to 2.1 and do the Question Engine conversion. Finally do the 2.1 to 2.2 upgrade.
