From what I understand, the reason that the file name has changed is that when you upload the file using multi-byte characters (Chinese, in this case) Moodle changes the characters to regular ascii format. This is to prevent injection of characters that might allow someone to hack into the system.

There is, however, a plan to use UTF-8 in future versions and I believe that this will solve the problem. A good place to start for reference is here:
