Noting here that the recycle bin will not appear immediately after deleting an item. User will need to turn editing off or effectively reload the course page/navigate elsewhere in the course for the recycle bin to appear in the Administration block. I hadn't done in my earlier workflow.
I am seeing the return on student activity in the assignment module. That's good! I'll look deeper into why I am not getting the same behavior in our install.
