If you mean everyone on the site, then you can do this from Site administration > Users > Bulk user actions and then selecting all user and then scroll down and "with selected.... > Send message"
If you mean all participants in a single course, then click on the Participants link in the Navigation block, select the participants and do the same "With selected.... Send message"
