To be honest I'm not sure where I should stand for this particular settings. But generally I agree with Tim. I remember Moodle was claiming to be a system developed by educators and not by engineers. I totally understand that engineers love to have heeps of low-level optionss, but having an increasing list of low-level options makes it really hard to tune Moodle for specific use cases by non-engineers.
May be one day we can have some sort of settings profiles to help educators. so when you change a setting profile, many low-level settings change in the background.
