1) You can change the name of the top bar, where the text is "topic outline" by going to edit the strings in the language file.

Find the string topicoutline and put the string you want in the form field. This is the moodle.php file.
Warning: your sysadmin has to make the strings editable with the browser. Otherwise you will have to alter the strings by using a text editor and opening the language files directly.
2) The titles of the different topics are in the "topic summary".
When you turn editing on, you should see the icon that indicates "edit" (we are using the standard Moodle icons, so it looks like a hand holding a pencil) right next to the number that indicates the topic. Topic 0 doesn't display a number, so the edit icon will just be "floating" out there. Click the icon, add your title in the html editor, bold it, and then save the changes. You should see the title.
