Presumably you mean more than just quiz software but my lack of knowledge lets me down somewhat?
Respondus Captivate are SCORM compliant (quizzes)
Macromedia Captivate is SCORM compliant and can do all manner of fancy things so their blurb tells me...

One possibility is to use a UK product called coursegenie (from a company called horizonwimba) this takes word docs and outputs SCORM and does the odd question as well. You can also add flash animations to develop your interactive simulations.
Alternatively you can, as Ger and Helen mentioned, use Reload, downloadable from www.reload.ac.uk where you can add your pages individually.

Simulation, etc opens a can of worms... If you want to get into that realm you will probably want to go with Flash. Here's what I suggest:
For "page turners" or "slide shows" where the user clicks next and back through a series of screens: Articulate Presenter -it integrates with PowerPoint and makes the mundane SCORM functionality automagic. If you buy their studio product, you get the QuizMaker too. People have been having trouble with it in Moodle, but I think Bobo is on it, and Moodle will soon be able to handle the industry standard authoring tools.
For stand alone quizzes, if you're dedicated to Moodle, I would create the quizzes in Moodle.
For application simulations: walking people through using a piece of software, I would recommend Macromedia Captivate. It's easy and very powerful.
To illustrate the water cycle, complete with billowing smoke stacks and black ooze squishing out of storm drains, nothing compares to Flash.

Also while I think about it there must be loads of NlN material available to colleges (only as far as I know) that could be SCORM compliant.

I'm not sure I understand your question, anyway I'll attempt an answer!

The Scorm and Object modules are completely separate i.e. the Scorm module could be deleted and the Object module would still display Scorm packages.
However, both modules display Scorm packages according to information contained in a top-level file in the package, called the imsmanifest.
