What is the function of the hotpot cron, that can be configured with the parameter hotpot_enablecron?
Actualy now time is set. So what happens if I configure e.g 3:00?

The HotPot cron doesn't do anything.

It was originally intended to be used to generate the HotPot cache, in the same way that the cron for the TaskChain module generates content for the TashChain cache. However, currently the HotPot cron does nothing and the HotPot cache is generated as needed, when students attempt HotPot activities.

If the HotPot cron did do something, the hotpot_enablecron would allow you to specify when the HotPot cron job runs. Thus, you could limit the HotPot cron running during quiet times (e.g. at night), so as to minimize impact on the Moodle server response time during busy times (e.g. during the day).
