Separating the List of Users into Groups or Hiding the List Completely

Hi all,

I hope I'm putting this in the right place! 

I have multiple groups that need to stay separated, including their "managers", who have the Manager role. Our "managers" can add users, and should be able to update users, but giving them the moodle/user:update shows the Browse List of Users option, and the list reveals every user of our site.

I would like to see if there's any way to have a custom field be read and have it automatically filter the list of users to only show members who match the same field value, like a forced filter, but I have not seen anything like that plugin-wise or moodle feature-wise.

I'm very open to simply figuring out a way to hide the list (as long as my users can update their students) by code or whatever means. I have a developer than can pop in code so if anyone knows how to just "hide" the list, that'd be a great solution for me.
