Hi

I wondered if I could modify Assignment permission to allow all students from the course to view other students submitted assignment without possibility of grading those submissions.

Use Workshop module. 

You can grade assignment as usual. 

And you can allow student to peer review if you want to. 

After the grading job done, you can 'Publish' an assignment to whole class.
