If you are using a windows server look at mailEnable, they have a standard version you can download and use for free

Free SMTP Servers are hard to find but there are some still out there that generally dont care what you do on there servers,
If youre still looking try university and educational institutions they generally want to promote a "open educational computing environment" and as a result keep a number of services like SMTP open
Mite be a good place to start looking
