There is nothing wrong with Moodle 1.9, only if you install and configure it properly. Read https://docs.moodle.org/19/en/Installing_Moodle to get an idea of the components needed. https://docs.moodle.org/19/en/Site_backup and https://docs.moodle.org/19/en/Site_restore to understand the recovery procedure.

Your screen shot shows that the browser is trying to open a DOCX file. The should tell the browser (MIME type) that this is a Microsoft Word > 2013 file and, if the browser can not display it, open a program which can handle DOCX.
