Did you set up a font that supports persian characters?
If you have a ttf font you can convert it to tcpdf format using this tool: http://fonts.snm-portal.com and then upload the generated files to lib/tcpdf/fonts/
Finally, add a reference the new font on each call to certificate_print_text function on certificate php.
