I regularly, upload a list of students via CSV file. Randomly and not at all times, my students won't receive any email notifications with the username and password. when I check the user accounts, they are all have been created, but they didn't receive any email.Thanks,

AFAIK, some email notifications may be sent when the cron runs next, but some do not get sent automatically. Of course, you have ensured that the User has the capability of receiving notifications, that your emails have been correctly setup. I seem to recall something about requiring ELIS Notifications to be configured properly as well... but you don't say which version you are using....

I am using Moodle 2.9.1 from Gnomio (We are not hosting it ourselves) and I do not have ELIS Notifications.
You need to configure messaging settings here - Site administration / ►Plugins / ►Message outputs / ►Email & Default message outputs.
