I had tried to type this question with the English given and the Arabic words as drag and drop. Then, when I previewed the question, even the correct answer was marked wrong. So then I was searching for an answer and came upon the post here.

Hello...just wondering if this gap-fill problem has been fixed...i found this forum and it looks like you have similar problems. We have paragraphs of text and gapped out some of the words but the drag and drop option produces errors with the marking. This also happens with the written option, but no problem with the drop-down....

Yes, this problem was solved and there have been 3 more releases of Gapfill since then (it is now on version 1.9).
If you are having a problem you would need to provide the version of Moodle, the version of gapfill and an example of questions where the problem occurs exported to xml format.
