I would like to fetch the tables "files" and "question".

There is no same columns in both tables.

How to fetch them?

It works just the way as how files work anywhere else. See https://docs.moodle.org/dev/File_API, but be warned it is complicated. You are more likely to get relevant help if you post in the General Developer Forum.
