Assignment

I´m with problemans to insert a new user with special character in moodle.. for exemple:
if i try to insert the city São José dos Campos, it doesn´t work, but whn i put Sao Jose dos Campos without special characters, it works....
How i can configure Moodle or my data base (PostgreeSQL) to accept the special characters??
