I believe that this was addressed in Moodle 2.7 by MDL-45226.
If you could try on http://qa.moodle.net and report back, that would be very helpful. The QA site is running the latest version of Moodle. If there is still an issue there, then we will need to look at how we address the issues there. Unfortunately we do not currently have a Surface here at HQ with which to test.
