Very tortuous route to get there, but I found this is in core Moodle, but you need to have at least one item under "manage Portfolios" enabled, and this was "File Download". Plus: enable portfolios in "advanced"
Will re-check the docs later and update them if needed.

I have just spent all morning trying to work out why one of my Moodles would not show the export discussion link when the other 2, which are the same version, wouldn't.
I also found that the "File download" also has to be "enabled and visible" not just "enabled and hidden", makes sense I guess.

This is a mystery to me. I cannot find this setting yet.

I also have problem exporting "whole forum"
indeed having export "whole discussion" is quite a long way to do
but still , no export whole forum, neither export forum block as mention in

I run a 2.6 and a 2.9 , perhaps these doc are older, but still, I am curious why somthing that worked cannot work anymore.

I have only seen it referenced here http://www.it.umass.edu/support/moodle/export-a-forum-moodle so I suggest you email that university and ask them.
