any capability to give users for controlling moodle home page blocks by using drag and drop feature?
or it just enabling some blocks and disable it and the moodle will handle the automatic sort for required blocks.

My Home is customisable by users, try it here on Moodle.Org:
Top right click the "Customise this page" button.
You can then drag both blocks and the order courses appear in the My Home page.
