Create one extra course to contain the forum - you can use course meta-links to ensure students are automatically enrolled on it. If all it's going to contain is the forum, you could use the social format for it.
You can then add the hyperlink directly to the forum wherever you want to put it so that students dont have to leave one course and go to another to access the forum itself.
