James - I suspect the issue you're seeing is related to MDL-52871 and MDL-51086 - would be nice to address that at some point.
Helen - The most often I see your particular issue is with SCORM packages developed using older versions of Articulate products - If you have developed your packages using Articulate then they have an updating tool you can use if you don't have the original files here:
(but the better option is to make sure you have an up-to-date version of Articulate and then re-publish your SCORM packages to see if that helps)
