We are encountering the same issue. We have Moodle 2.5 and our SCORM packages (built using Articulate) are stalling.
We found that maximising / minimising the browser window will allow the package to run. But the SCORM navigation buttons and interactions won't work. The only way to navigate is to use the menu (if there is one).
We are in the process of upgrading to Moodle 2.7.9, which we believe will rectify our issue.
