I looked at several places but have not found a Moodle Web Service to send a post to a discussion on a forum,
Read on the web that this feature was available in Moodle 2.7, but have not encountered any material about this service.
Anyone know where I find the documentation?
It is not available in 2.7 but there is a new feature in 2.8 which might be of interest to you: MDL-3714

I'd also be keen to know the definitive answer for this.
I'm not a developer so don't know for sure. But I understand that the new version (1.7) of the moodle mobile app allows posting to forums from the app so there must be some kind of web service/ external call.

Actually no, Moodle is a mobile web app, it displays the web page within the application, because of this you can post on the forums through it.

I think we may have crossed wires here.
If you try the newly updated mobile app on moodle.org you will see that forum threads now come through directly to the app and no longer re-direct to the web version.
Perhaps it would be worth posting your question in the moodle mobile forum as Juan and the team there may be able to set you on the right course.
