I have 2 admins for my moodle site , running on Linux.
One admin is superadmin (created while installing moodle) and other one is created
by superadmin via 'assign admins'.
Now I want that superadmin can add course to the site but not add users, and
other admin can add users(teachers, students...) but not able to add/edit the
course.
Have anybody some idea?

Currently, there's no easy way to assign different roles to different admins. However, Moodle 2.0 will include improved roles implementation.
