i am using moodle 2.7
on of the "On step activation" steps is: email template1 to student
but the mail is not sent.
what am i missing?

What about other emails sent by your Moodle site?
- Emails from forums you are subscribed to.
- Emails when another user sends you a personal message.
- etc.
Do those work? That is, is the is problem with the workflow block, or with your side.
You may also want to turn on Debugging while you investigate this, to see if there are any error messages.
the problem is only with the workflow block
Today I tested the workflow block with Moodle 2.7.2, and the emails worked for me.
