Fresh install? or an upgrade from X to Y? Shared system? OS is?
Could try purging cache ... via url: http://yoursite/admin/purgecaches.php
Share a few more details and someone might be able to be more specific.

This is a fresh install on an Ubuntu (Latest version) VPS
The VPS is mine and only I have access to it.
I tried purging cache but it had no effect unfortunately.
I can provide any other information you would like to know , thanks a lot
Running APC or does your version of PHP include Zend OpCache?
Clear those. Clear browser cache also.
Check apache server logs - error log.
Check permissions/ownerships on all files folders in moodle code folder.
Did you get into themes already and tweak any of those? That as much as a vulcan mind meld I can do!!!! ;)
