We are having an issue where a "course reviewer" is getting messages that are occurring between a student and their professor. Upon investigation I noticed that our "course reviewer" role has the system capability of "Read all messages on site" turned on. Here is my question:
Question 1: Does this capability send all messaging in the system to that person? Would any communication to the professor (a non-editing role) go to the course reviewer with this setting on? The Moodle documentation is very vague. http://docs.moodle.org/22/en/Capabilities/moodle/site:readallmessages
Question 2: If a user has been assigned two roles which one gets applied? The higher role with more allowances or the lower role with less?
