How to setup moodle application though Tomcat as web container in Windows 2008 R2?

that sounds like a really strange thing to do...
Moodle is a PHP application so you need to get PHP running under Tomcat first - I'd suggest you do a few google searches for information on how to do this - it should then be relatively straight forward to install Moodle once you have php working..
I can't imagine it will perform well under high load though.... you have a few things going against you.
