Is Moodle 2.x WCAG 2.0 AA Compliant

Hi all

I'm not talking about the content e-learning designers and facilitators add nor am I talking themes.  I understand what WCAG AA entails.

What I'm asking here is a standard, Topic or Week course format Moodle 2.X WCAG 2.0 AA course compliant in terms of the ability for it to be navigated by keyboard and can it be made sense of by a screen reader?

The problem you have is that however compliant the actual Moodle software is, you then have users coming along and adding content. Is your content compliant? 

I am very much aware that these are generally "box ticking" exercises (I've been there myself) but in the "real world" you need to define what you actually need for the whole learning site.

Howard, timely response...been pondering this one and had a sniff around the net too.

My conclusions for consideration then (all), are twofold:

1. Accessbility in core

2. It appears to me Moodle partners offer some bells and whistles with regard to more elaborate, as you rightly say tick boxes. ( I took at look at Moodlerooms as they came up for the Moodle/WCAG 2.0 AA compliant, search, I did. 

One could get immersed in this....as there are diff types of screen readers....total exclusion of mouse activity and so on...I don't know of practice-related case studies or up- to- date research I can draw upon to offer any pearls of wisdom, sorry.

Of course there is a lot of good advice / information available via http://docs.moodle.org/dev/Accessibility but I think it's a great point you raise: At any point in the release cycle is there an observation or decision made to the effect that ... 

"Moodle QA testing has determined the out-of-box starting point of this core moodle download is a WCAG 2.00 AA complaint instance of software"?


e.g. http://demo.moodle.net contains Moodle's standard features in an empty out-of-the-box site.   If there was such assurance available in writing (that this version starts its life each hour WCAG2AA compliant), then that would be a great help.  Many an organisation's decision-making process,  when they're trying to choose a Learning Platform with which to work, will include such a question as the above.

I think this is generally what you are looking for. A statement from Moodle HQ stating where Moodle meets WCAG 2AA compliance and where it might now.


I would recommend asking this to the accessibility group mailing list because the current Moodle forums are difficult for screen reader users to use.

 Great info, thanks.   I just googled 'VPAT' : Paraphrasing http://accessibility.oit.ncsu.edu/training/accessibility-handbook/vpat.html,

VPAT: Voluntary Product Accessibility Template, details each aspect of the USA Federal Acquisition Regulation's Section 508 accessibility requirements. 

Isn't it always the case that whenever you think you have an important point to make, it turns out there are many wiser heads than yours who have been working on making that point much better than you could, for a long time!
