Does anyone know of partners or features of Moodle that would enable a school board to go paperless? With all the options Moodle offers, it seems I could achieve this. I would like to create and post board agendas, documents, and presentations, stream meeting video, all in compliance with open board meeting acts.
No, I am not aware of any such tool. It sounds like you are referring to a law/act of a specific country and so any such software would be for a relatively limited market by contrast with the rest of Moodle. It also seems like something that is better suited to an external tool that is linked to Moodle such as a school management system. Have you seen Gibbon?

For documents http://seeddms.org maybe useful though it does not integrate with Moodle. You could upload documents into Moodle courses.
