Thanks Mary.  I misunderstood and thought the system categories were automatically available to everyone in the system.  I made a role similar to the question sharer role from the How to let teachers share questions between courses but only allowed moodle/question:viewall and moodle/question:useall.  That way they can use the questions on their exams but not edit the questions or category.
