I want to make sure that teachers cannot unenrol students that have received grades , is there any way of doing this ?

You can remove the permission so that they cannot manage enrollment so but you cannot limit this to just those students that have no grades. The grades are saved if they are unenrolled however if that is what you are concerned about.
It looks like if I want to stop deletion of graded enrolments my two options are to create a custom capability OR to modify the existing unenroll form
