Add Real-Time Comments to Assignment Submission

Is there a version of Moodle that allows the instructor to comment directly on a submitted assignment?  We are using Moodle 2.3 right now and I have to download each assignment make my changes and upload it again in order to accomplish this task.

Look up the PDF submission plugin created by Davo Smith

(but only if students submit PDFs)

Alternatively, upgrade to Moodle 2.6 and PDF annotation (based on my code, but substantially rewritten) is there as standard.
