I'm a new user of this forum, and i have one question.
I would require students to download a file to unlock a week (see this week) or obtain a certificate or a badge.
Do you know if I can configure such a condition in moodle settings, or if I have to program this?

You could make sure that completion and conditional access are enabled for the site ( http://docs.moodle.org/en/Activity_completion + http://docs.moodle.org/en/Conditional_activities )
You could then create a file resource in the course, set the completion on that resource to be 'complete when viewed'. After that, you could edit the section you want hide until they have downloaded the file, choose the 'restrict access' settings and only make it available to those who have 'completed' the file resource.
Thank you so much ! I use often the Activity Completion, but not really the Restricting access. So it's work perfectly !
In addition to Davo's instructions, you could set the assignment appearance to force download.
