When I try to install the questionnaire (for 2.5) on moodle 2.5.3+ it fails, giving just a php time out error in the moodlelib.php file. How can I know what's wrong?
*It happens when I try to install it from both the zip or ftp.

Is that a fresh install of Questionnaire or an upgrade? If an upgrade, what is the version and Build number of previous installed version? And, if it's an upgrade, do you have a large number of questionnaires with a large number of questions on your moodle site?
Do you have debug mode ON, at highest level? If not turn it on and report here the complete error message(s) you are getting during the install.

It does have max debug and is a fresh install. Version is 2.5.8 (Build - 2013122200).
This was the only error message:
Fatal error: Maximum execution time of 30 seconds exceeded in C:\xampp\moodledata\lang\pt_br\admin.php on line 26
It shows different files and different lines everytime.

It seems that your problem is not related to the Questionnaire plugin after all.
