trying to use 1.5 HTML block for course-specific Main Menu

I am trying to get links in the HTML block to act like the resource links in the site Main Menu, so that I can have a Main Menu (really an HTML block) for each course.
 
However, I cannot get the HTML hyperlinks to open in the same frame (so that the navigator links remain at the top of the page), even though I select 'Same frame' as a hyperlink option.   
 
Alternatively, I would like to 'add a resource' to an HTML block like I can with the Main Menu block (the resource links from the Main menu behave like I wish them too) but do not see anyway to do this. 
 
Now open for suggestions.

Okay, regardless of whether I can get the HTML block hyperlinks to open in the same frame, I think I need a block in the course that I can add resources to, so I can not only open the resource and retain the navigation links at the top, but so I can pass user parameters.

Is there a block for a course that can have resources/activities added to it like the Main Menu from the homepage?  Am I missing it?
