I have solved my problem. For others, here is what happened: Apparently the 1.45 and 1.45+ nightly were malformed in the zip OR the download was garbled OR the upload to the server was garbled. At any rate, I re-downloaded the 1.45+ nightly and very carefully FTP'ed it to my server watching to be sure there were no uploading errors. After this, I ran moodle/admin per usual and all came out great. I had the FTP program over-write any existing files so to be sure there were no bad stubs left... and, aha!, it worked. I pass this on to anyone with the same error that they might learn from my experience.
