I uploaded a new version of two my plugins several days before - and received several e-mails from people downloading them from moodle.org - but I could not see any effect neither on the total downloads count, nor on the graphs - they even don't mention new version. You could see that on https://moodle.org/plugins/stats.php?plugin=qtype_preg and https://moodle.org/plugins/stats.php?plugin=qtype_poasquestion
It seems that statistics was frozen for some time. What is going on?
