Is there a way for a user (ie an individual prof and not the system admin) to turn off the mandatory field of Description in Assignment and File modules? I just put an 'x' there now but would rather just have the mandatory field made optional. (it now has an * there indicating it is Mandatory). Moodle 2.3. Thanks.
