Using the bulkupload of users I can set the timezones for the user profiles. It is not clear what are the settings for
'gmt +2'; 'gmt -2'
and
for the regional timezones like 'Europe/Berlin'
You can put the full regions in there in English eg Europe/Berlin ... this is preferred (because DST will work). Moodle will translate it later on display so don't worry.

I'm writing the german admin-manual and didn't found any informations. Am I right that the DST entry must be in englisch?
They must be in English, yes. This is how they are stored in the database: http://download.moodle.org/timezones/
