Using the bulkupload of users I can set the timezones for the user profiles. It is not clear what are the settings for
'gmt +2'; 'gmt -2'
and
for the regional timezones like 'Europe/Berlin'
They must be in English, yes. This is how they are stored in the database: http://download.moodle.org/timezones/
